Classy, Givebutter, Donorbox and Bloomerang all host the form on their own domain. Without cross-domain setup, the donor arrives as a self-referral and the gift is credited to nobody.

Consent should be set by where the visitor is, not by one rule applied to everyone. A supporter in Berlin and a supporter in Ohio are covered by different regimes, and a banner that ignores the difference either over-collects in one place or throws away data it was entitled to keep in the other.
GDPR is opt-in: nothing non-essential fires until someone agrees. CCPA is opt-out: collection is permitted until someone objects, and what they need is a working way to say no. The two are not interchangeable, and running one everywhere is the most common way a nonprofit ends up both non-compliant and short of data.
Session recording deserves its own decision. It captures what people type, which on a donation form means names, addresses and amounts, and in most regimes that needs consent before the recorder starts rather than a note in a policy afterwards.
